I don&#039;t think the honorable mention is meant to go to Canada (the mention states: BEST &lt;b&gt;aid agency&lt;/b&gt; success story, not best country to untie aid), rather it is attributed to Engineers Without Borders Canada and the other Canadian NGOs that lobbied for years to get the gov. of Canada to untie aid.</description>

Why not give this mention to UK, Ireland or Luxembourg, where aid was untied for 100 % in 2008.
