I know development specialists are very aware (much more of what I was) of the historical and structural crisis nature of Haiti, but I thought about sharing this Financial Times article,
http://www.ft.com/cms/s/0/231d1ebe-045d-11df-8603-00144feabdc0.html
which made me think in the vicious circle of "too much aid" and "too small a state", that has been mentioned by you and Dambisa Moyo in the case of Africa.
Moreover, I believe people concerned with aid effectiveness should pronounce themselves for the creation of international treaties to regulate and promote the most efficient use of possible surpluses in aid money, specifically in the case of natural disasters. For example, this money to be allocated for production.

As a lay person, I completely agree with your three recommendations.

Laura, thanks for writing this article and putting it online. More post-crisis analysis and critical analysis of how aid functions is very helpful.
