		<description>I don&#039;t like the term expert, but the &quot;expert&quot; tag is necessary sometimes to justify the cost.  I think the real value of outside &quot;experts&quot; is not so much that they have solutions or the answers that are needed, but they have (or should have) a lot of institutional history and collective memory.  By providing this perspective, experts can at least help countries from repeating past mistakes or reinventing the wheel.  Doing this would prevent a lot of waste and provide an alternative to the expert who is expected to tell people what they should do.   We need a new term for this.  Even &quot;technical advisor&quot; implies that the person knows what should be done... any suggestions??</description>

I contend that no large top-down funder, be it government, foundation, or other civil organization can end poverty w/out funding from the everyday citizen. No one body has the available funds nor the one-size-fits-all solution!

In 2008, American households gave 82 times to charities the amount made in grants by the Gates Foundation.  Individuals do not yet know the power or magnitude of their giving.
